Velichala Jagapathi Rao’s report on Irrigation sector:

  • Velichala Jagapathi Rao, a popular political leader from Telangana region published a report on irrigation sector during 1991-92.
  • This report was about the losses occurred to Telangana by the Sri Ram Sagar project were explained to the people.
  • In 1989, Velichala Jagapati Rao organized an awareness meeting at Karimnagar on the injustices done to Telangana.
  • It was attended by a large number of People.
  • Jagapathi Rao took part in the Jala sadhana Samithi Padayatra (From Nalgonda to Sri Sailam) headed by Duscharla Satyanarayana. 
  • At the meeting held at Sreesailam project, the losses occurred to Telangana by the Sri Ram Sagar project were explained to the people.
  • Velichala Jagapathi Rao, a popular political leader from Telangana region published a report on irrigation sector during 1991-92.
  • Based on the official information of AP, he brought out the injustice done to Telangana region in irrigation sector. 
  • The leaders and agitators of Telangana realised the injustice done by the Andhra. 

Important points in The Report:

  • Even if the catchment area of Godavari and Krishna is taken as parameter. Telangana region should get at least 1700TMC water. 
  • Telangana should get 1400 TMC water if the cultivable land is taken as the parameter. 
  • But the Andhra rulers showed that Telangana gets only 1170TMC water.
  • If Sriramsagar, Nagarjunasagar, Jurala, Singur and left canal of Srisailam are completed, 30 lakhs acres of land in Telangana comes under irrigation. But the Andhra rulers did not complete them.
  • Only 6 TMC of water is used though there was a possibility of using 20 TMC water through 13 middle irrigation projects. 
  • If the government spends about 75 crores (according to 1991 estimation) on the 13 incomplete projects the remaining 14 TMC water can also be used. 
  • The Andhra rulers were not ready to spend 75 crores for projects in Telangana.
  • They are not completing the projects since decades showing different reasons like technical, administrative and financial. 
  • Telangana agitators realised the injustice done to Telangana through this report.

  • The Nizams were also suspicious of private schools that they would become centers for the propagation of anti-Nizam ideas. 
  • They actually discouraged the setting up of private Telugu medium schools and did not allow those students to join Osmania University.
  • After Telangana joined into Indian Union, there was a progression in education system of Telangana but it was a slow process.

Content:

Education sector in Telangana:

  • Many schools were established by Christian missionaries as part of British rule. 
  • Private schools were also established. 
  • But private schools were not started in Telangana due to feudalism.
  • The private schools were converted as aided schools by giving lot of funds to them.
  • So many schools in Andhra got the benefit and it did not happen in Telangana as there were no private schools. 
  • Later aided educational institutions were established in Telangana also.
  • But by that time the aided schools in Andhra were well developed and the Andhra rulers passed an order saying no more aided schools will be established. 
  • So, 90 per cent of aided schools were in Andhra and only 10 per cent in Telangana. 
  • Further, Urdu was the official language during Nizam rule.
  • As there was no much difference between Urdu and Hindi, Telangana students used to get good marks in Hindi. But Andhra students could not get good marks in Hindi.
  • Andhra students were not eligible for jobs as they get less score than Telangana students.
  • So, the Andhra rulers reduced the minimum marks to pass from 35 to 20.
  • They brought a new rule saying that the marks in Hindi subject will not be counted for the total score.
  • Telangana students, who got less marks in English used to lose but Andhra students, who got less marks in Hindi, used to get the benefit.
  • Like this the Andhra rulers suppressed Telangana people at primary level itself.

Higher Education:

  • Telangana has 4 government medical colleges. 
  • Out of 4, three were established by the Nizam.
  • Recently, the government of AP started Nizamabad Medical College.
  • Coastal Andhra with 9 districts has 8 government medical colleges.
  • Five government medical colleges were built in the Rayalaseema which has 4 districts.
  • So, a person with 3000 rank also gets medical seat in Andhra but a person with 1000 rank does not get seat in medicine. 
  • So many doctors in government and private sectors are from Andhra region.
  • Even in Telangana all the facilities are provided wherever the Andhra settlers reside. 
  • In establishing universities also injustice was done to Telangana.
  • JNTU was first allocated to Warangal. 
  • But it was shifted to Hyderabad as there were many settlers in Hyderabad.
  • Its regional branches i.e. JNTU Kakinada and JNTU Anantapuram were also established in their regions.
  • But branches were not established in Telangana region.
  • Agriculture University was established in Hyderabad and its branches were established in Andhra region. But no branch was established in Telangana region. 
  • The recent IIT was supposed to be established in Adilabad. But it was shifted to Hyderabad just to make it available to the Andhra settlers in Hyderabad.
