Regional Imbalances:

  • Regional imbalances have grown very much after the economic reforms.
  • Ex. Bihar GSDP in the 11th Five Year Plan came down and reached 20% of GSDP of the wealthy state by 2004-05.
  • As it is true that regional imbalances are growing in India, same thing happened in AP also.
  • Almost same reasons caused imbalances (both in the country and in AP).
  • The problems of rural people went high as rural development and social sectors are neglected during the reforms period.
  • Developed areas got many opportunities as the investments were concentrated only in the developed areas.
  • With that imbalances went high between Telangana (except Hyderabad) and Coastal Andhra.
  • Government investments play a key role in providing social and infrastructure facilities.
  • These investments are done in backward regions.
  • These government investments inspire the private investments.
  • Telangana region went backward in the reforms period as there was decline in the government investments.
  • Generally, many people think that private role goes high and government role comes down due economic reforms.
  • But actually government role does not come down as it is understood.
  • Because the final decision making power lies with the government like whom to give the contracts, allocating the locations to the technical institutions, how many SEZs to be established, which kind of SEZS to be established and where.
  • Government role is very important in land acquisition and giving encouragement to industries and organisations.
  • Andhra people were in power during the reforms period which led to investments in Andhra or in Hyderabad where the Andhra people settled.
  • Telangana and Rayalaseema regions were backward to Andhra region in attracting the investments after the liberalisation phase.
  • At the same time the new states which were backward previously also grew faster comparatively.
  • For example Chhattisgarh, Jharkhand and Uttarakhand which niformed in 2000 achieved high growth rate than their parent states.
  • If we observe these places were backward in the parent states which shows that their growth potential was deliberately oppressed for long time.
  • Likewise, the growth potential of Telangana was also suppressed for many years.
  • Telangana regional board was abolished as it reveals the issues of injustice done to Telangana region.
  • The concept of injustice done to Telangana is known to people after the Telangana committee was abolished.
  • The growth of Telangana is treated as High Cost Growth. Ex: Irrigation sector.
  • Many decades ago Telangana region had cultivation done through tanks.
  • But now 70% of agriculture depends on wells and bore wells.
  • Investment is more than production.
  • Agriculture in Telangana region has become more industrious.
  • Dry lands which were 25% in 1970 became 40%.
  • Pollution in some areas made this crisis more problematic.
  • Importance of service sector was high in the economic reforms period.
  • Aspiration for Telangana state became stronger as the intellectuals/educated people faced lot of discrimination in employment and promotions.
  • Service sector got prominence in the period of economic reforms and educated people of Telangana faced discrimination in the service sector.
  • The separation movement became stronger as regional imbalances raised very much.
  • Separation movement was stronger in the relatively developed north Telangana region with the above reasons.

Content:

Migrations into Telangana:

  • Migration to Hyderabad city reached peak level as the non-local people invested in it and gave employment to the people of their region.
  • To accommodate them real estate also developed.
  • They purchased the land from Telangana farmers who are unable to cultivate them due to high expenditure and developed into real estate.
  • These migrations not only affected the real estate structure of Hyderabad but also affected the Telangana farmers.
  • To provide drinking water to the developed population due to migration, the water from Majeera and Singuru projects was moved to Hyderabad.
  • With this Medak district farmer faced problems.
  • These migrants elected MLAS and MPs the people who supported state to be united to project that the demand for Telangana state is not there.
  • The community festivals, fairs etc were vanished due to migrations.
  • These people started insulting the language of Telangana in turn Telangana people started learning the language of coastal region.
