  • An all-party meeting was to devise a mechanism and a road map to resolve the Telangana issue.
  • The meeting being held and was being attended by eight registered political parties in Andhra Pradesh – Congress, TDP, TRS, Praja Rajyam, CPI(M), CPI, BJP and MIM.
  • The Government has announced its policy on Telangana after all party delibeartions.
  • It should follow it up with Constitutional process. A resolution should be moved in Parliament.

Content:

  • An all-party meeting was to devise a mechanism and a road map to resolve the Telangana issue.
  • The meeting being held and was being attended by eight registered political parties in Andhra Pradesh – Congress, TDP, TRS, Praja Rajyam, CPI(M), CPI, BJP and MIM.
  • As the representatives of the parties arrived to attend the conference, pro and anti-Telangana activists shouted slogans in support of their demands.
  • The meeting comes after consultations on the Telangana issue.
  • The Government has announced its policy on Telangana after all deliberations.
  • It should follow it up with Constitutional process. A resolution should be moved in Parliament.

All Party meeting convened by Rosaiah: 

An all-party meeting was held on 7 December 2009, headed by Rosaiah Representatives of various parties.

Opinions expressed by the Political Parties at the Meeting: 

  • TDP would support Telangana if a resolution is introduced in the Assembly. 
  • The same is promised by Praja Rajyam Party. 
  • B.J.P party already passed a resolution for the formation of Telangana. The government should introduce a resolution on this immediately.
  • Communist party: From the beginning we are demanding the introduction of a resolution.
  • C.P.M: We are committed to United Andhra Pradesh, we expressed it in a written from. So, the congress party should end its opportunistic polities. ‘
  • Jayaprakash Narayan(Loksatta party): Government should take steps for the development of backward regions and Hyderabad.
  • Majlis party: That will make a decision on Telangana in couple of days after discussing it throughly 
  • The opinions expressed at the all party meeting were sent to the central government and the congress party high command by Rosaiah.
  • The agitation in Telangana region grew day by day. Alarmed by the situation in Telangana. Union Minister made a statement in 2009 that “The process of forming the State of Telangana will be initiated. An appropriate resolution will be moved in the state Assembly”.
  • Protesting against the statement, political leaders of Seemandhra region threatened with resignations. So again made a statement that the centre would ‘deliberate on the mechanism and lay down a road map for the consultations”.
  • Agitations were started in both regions. To resolve the problem, Union government held an All- party meeting in 2010. After the all party meeting, Justice Sri Krishna Committee was appointed by the government on Telangana issue.
  • Sri Krishna Committee submitted is report to the Central government in December 2010 and the Central government released the report to media in 2011.
  • Pro-Telangana activists continued their agitations in many forms from 2011 to 2013. 
  • On 30 July 2013, congress working committee in its resolution declared that it was going to form separate state of Telangana that includes 10 districts of Telangana region.
  • Union Home Minister announced in 2013 in Parliament that the process of formation of Telangana had been started.

2.Explain the details of Sri Krishna committee on Telangana issue.

Explain the terms of reference were given to the Sri Krishna Committee and also mention the options given by the committee to Government.

Conclusion:

Sri krishna Committee on Telangana or the Committee for Consultations on the Situation in Andhra Pradesh (CCSAP) is a committee headed by former chief justice B. N. Srikrishna to look into the demand for separate statehood for Telangana or keep the State united in the present form, Andhra Pradesh.

Justice Sri Krishna Committee:

Justice Sri Krishna Committee was constituted by the Government on 3rd February 2010 with the name “Committee for Consultations on the situation in Andhra Pradesh”.

The terms of reference of the committee: 

  • To examine the situation in the State of Andhra Pradesh with reference to the demand for a separate State of Telangana as well as the demand for maintaining the present status of a united Andhra Pradesh.
  • To review the developments in the State since its formation and their impact on the progress and development of the different regions of the State.
  • To examine the impact of the recent developments in the State on the different sections of the people such as women, children, students, minorities, other backward classes, scheduled castes and scheduled tribes.
  • To identify the key issues that must be addressed while considering the matters mentioned in items mentioned above. 
  • To consult all sections of the people, especially the political parties, on the aforesaid matters and elicit their views; to seek from the political parties and other organizations a range of solutions that would resolve the present difficult situation and promote the welfare of all sections of the people; to identify the optimal solutions for this purpose; and to recommend a plan of action and a road map.
  • To consult other organizations of civil society such as industry. trade. trade unions, farmers’ organizations, women’s organizations and students’ organizations on the aforesaid matters and elicit their views with specific reference to the all-round development of the different regions of the State.
  • To make any other suggestion or recommendation that the Committee may deem appropriate. 
  • The Committee was mandated to submit its Report by December 31, 2010.
  • The first meeting of the Committee was held in Delhi on February 13, 2010.
  • Sri Krishna Committee submitted its report in December 2010. 

Options given by the Sri Krishna Committee: 

  • Maintain status quo
  • Bifurcation of the State into Seemandhra and Telangana with Hyderabad as a Union Territory and the two states developing their own capitals in due course
  • Bifurcation of State into Rayala-Telangana and coastal Andhra regions with Hyderabad being an integral part of Rayala Telangana
  • Bifurcation of Andhra Pradesh into Seemandhra and Telangana with enlarged Hyderabad Metropolis as a separate Union Territory. 
  • This Union Territory will have geographical linkage and contiguity via Nalgonda district in the south-east to district Guntur in coastal Andhra and via Mahboobnagar district in the south to Kurnool district in Rayalaseema. 
  • Bifurcation of the State into Telangana and Seemandhra as per existing boundaries with Hyderabad as the capital of Telangana and Seemandhra to have a new capital 
  • Keeping the State united by simultaneously providing certain definite Constitutional/Statutory measures for socio-economic development and political empowerment of Telangana region creation of a statutorily empowered Telangana Regional Council.
