Conclusion:

  • On 19 January 1969, all party accord was reached to ensure the proper implementation of Telangana safeguards.
  • In order to implement measures agreed at the meeting of all parties, the government issued GO 36 on 21 January 1969. 

Content:

  • Non-implementation of Gentlemen’s Agreement and continued discrimination to Telangana region in government jobs, education and public spending resulted in the 1969 statehood agitation.
  • In January 1969, students intensified the protests for a separate state. 
  • On 19 January, all party accord was reached to ensure the proper implementation of Telangana safeguards. 
  • Accord’s main points were:
  • All non-Telangana employees holding posts reserved for Telangana locals will be transferred immediately. 
  • Telangana surpluses will be used for Telangana development. 
  • Appeal to Telangana students to call off agitation.

All party Agreement’ 

Measures to be taken according to this Agreement:

  • Employees recruited against Mulki rules should be removed and positions should be filled with the native people. 
  • Andhra people who lose jobs here given opportunity in the Andhra region.
  • Enquiry should be conducted on those who produced fake Mulki certificates.
  • Mulki rules should be made applicable to autonomous bodies along with the government departments. Measures should be taken to continue the Mulki rules for some more time.
  • The decisions of the central governmnent and courts with regard to the seniority of the employees should be implemented immediately.
  • The surplus funds diverted to the Andhra region should be counted and be utilised for the development of Telangana region. 
  • Education facilities should be improved in Hyderabad.
  • According to all party agreement, 4500 non-mulki employees were found out.
  • G.O. 36 was issued to send them back to their native places.

G.0-36:

This article on GO 36 is a continuation of the previous article on 1969 agitation aimed at spreading awareness about the need to form a separate Telangana state.
In order to implement measures agreed at the meeting of all parties, the government issued GO 36 on 21 January 1969. The officers responsible for enforcing GO were:

1. IJ Naidu

2. R Vittal Rao

Key provisions of GO 36:

  • Non-Mulkis appointed after 1 November 1956 in the posts belonging to local Mulkis must be transferred before 20 February 1969. If there were no vacancies in their place of birth, excess posts (extra posts) had to be created to accommodate them.
  • All non-Mulkis appointed on or after 1 November 1956 in the following categories of posts reserved for Mulkis under the AP Public Employment Rules shall be relieved not later than 28 February 1969.
    • Heads of departments in the secretariat
    • Posts that are not in the Government Gazette
    • Tahsildars
    • Any position where the minimum wage scale does not exceed 300 rupees.
  • The responsibility for the implementation of this clause is on the head of the department concerned.
  • The head of each department must submit the details of the implementation of these classes from before 07 March 1969.
  • The JV was signed by MT Raju, the general secretary of AP – in response to the all-party agreement, a group of Andhra employees submitted a petition on 25 January 1969 to the AP High Court.
  • The Action Committee of the Osmania Student Union, chaired by Dr Mallikarjun, condemned the agreement of the meeting of all parties and stated that they would intensify their agitation for a separate state.

Conclusion:

  • Hanumanth Rao further analysed the data from the committee report and concluded that for Telangana, cumulative surplus with interest during 1956 and 1968 period was 1.174 Billion rupees. 
  • During this period, the revenue budget of the state grew from 586 million rupees in 1957 to 2.04 billion rupees in 1968.
  • Government employees and opposition members of the state legislative assembly threatened “direct action” in support of the students.
  • Purushotham Rao was for outright separation, and he supported the student views. He unveiled a map of Telangana in the state assembly.

  • Telangana surplus fund that was 283 million rupees diverted from Telangana to Andhra region between 1956 and 1968. 

COMMITTEES ON SURPLUS FUND EXTRICATION:

Kumar Lalit Committee: 

  • Telangana Surplus Funds Extrication Committee was formed under the leadership of Kumar Lalit, an officer of C&AG.
  • Kasu Brahamanda Reddy constituted this committee in January 1969 according to the decision of all party meeting held on 19th January 1969.
  • The committee submitted a report after observing the allocations between 1″ November 1956 and 31 march 1984 
  • It said that Telangana had 102 crore surplus in Revenue account including excise duty for the period out of which 63.92 crore was net surplus. 
  • 34.10 crore rupees which was supposed to be spent on Telangana but not spent was the surplus in the capital account during the last two years.
  • But the Regional Committee alleged that Lalit Committee made mistakes in calculating the surplus funds and it said that it will 107.13 crore including the surplus amount at the merger of the state.
  • To this problem Indira Gandhi announced a high level committee in the 8point formula on 11th April 1969.
  • Following that justice Bhargava committee was formed. 

Justice Bhargava Committee:

  • Justice Vashista Bhargava Committee was constituted on 22nd April 1969. 
  • It was formed to extricate the surplus funds of Telangana. 
  • It submitted a 123-page report to the government which was not officially made public Report:
  • Surplus funds between 1956-68 were 28.34 crore.
  • Government did not follow the rule of spending Telangana surplus funds on Telangana region itself.  The main target of surplus funds is spending on Telangana region till gets equal development in education and standards of life on par with Andhra region. This was not fulfilled.
  • This committee recommended to follow the gentleman’s pact and take actions to implement the spirit of the pact. 

Wanchoo Committee:

This committee was appointed the union government in 1969 to suggest on amendment of constitution to continue Mulki Rules.

Suggestions:

  • Parliament has the authority to enact the law for giving preference to the local people in state government Jobs. 
  • But it has no power to give preference to one region in the state.
  • It gave the report in 1969 and recommended for not continuing the Mulki Rules. 
  • It also mentioned that there is no opportunity to amend the constitution.
